P. James Rainey
Board certified in Personal Injury Trial Law by the Texas Board of Legal Specialization, James Rainey manages the general litigation practice of Rainey and Rainey. In addition to his work in the fields of elder law and estate planning, James' civil litigation practice includes personal injury matters, employment disputes, civil rights disputes and breach of contract cases, deceptive trade practice claims and debt collection. James also handles criminal defense matters.
James is licensed by the Supreme Court of Texas and is Board Certified in Personal Injury Trial Law by the Texas Board of Legal Specialization.
James is the 2004 recipient of the Waco/McLennan County Outstanding Young Lawyer award and has served on many professional and civic boards and organizations. James has served as Chair for the Greater Waco Chamber of Commerce's Leadership Waco Program and serves as an Officer for the Waco/McLennan County Bar Association.
Elisa Dillard Rainey
In managing the the firm's comprehensive elder law practice, Elisa Dillard Rainey focuses on Medicaid planning, including Miller Trusts, Will and Trust Preparation, Powers of Attorney, guardianships and probate.
Elisa is a member of the 2004-2005 class of Leadership Waco. She serves on the advisory board of directors of the Providence Healthcare Network and on the Board of Directors of the Junior League of Waco. Elisa was elected and served as President of the Junior League of Waco. Elisa was honored with the Waco/McLennan County Young Lawyer award in 2001. She is a member of the National Academy of Elder Law Attorneys.

Stephanie Jackson has worked with James Rainey since August 1998. Stephanie is primarily responsible for assisting with personal injury and civil litigation cases, in addition to assisting with the development of elder law and estate planning matters. She is a member of the Waco Legal Professional Association.
Millisa Lee joined Rainey & Rainey, LP after graduating from McLennan Community College with an Associates Degree in Applied Science with a focus on paralegal studies. Millisa is primarily responsible for assisting in the elder law and estate planning practice of the firm. She is a member of the Waco Legal Professional Association.
De Smith joined Rainey and Rainey Attorneys at Law in July of 2010, after serving as Director of District Services for Senator Kip Averitt for 17 years. Her primary responsibility is Marketing and fostering Community Relations. Her experience includes working in the field of education as well as woriking in and for state and local governments. She helped to establish the Greater Hewitt Chamber of Commerce and then served as the director for 12 years. She remains a member of the Hewitt Chamber of Commerce. She has over 40 years experience in Community Service and Community Relations. De continues to represent Rainey and Rainey as a member of many local boards including RSVP, Heart of Texas Workforce Board, Adult Protective Services Advisory Board, and she serves on the City of Woodway’s Planning and Zoning Commission.
Brittany Combs joined Rainey & Rainey in March of 2008. She is a member of the Waco Legal Professionals Association, Phi Theta Honor Society, and has an Associate's Degree in Criminal Justice. Brittany is responsible for assisting in criminal matters and has a primary focus on assisting in the Veterans Planning practice of the firm.
